Departments
The work of the Commission is organised in three Departments. In addition, ad-hoc working groups of experts on selected topics are active. The departments and working groups include members, permanent guests, and former members of the Commission, and as well external experts, e.g. from Governmental Offices.
(i) Department of Medicine
The Department deals with questions of the medical care of the population in times of disaster and situations with large-scale damage. All sorts of health risks and damage patterns, including NBC scenarios are considered. In addition to specific issues of medical care, questions related to the medical preparedness, the organisation and the logistics are taken into account. In mid-2005, a work group dealt with questions related to biological crisis management.

(ii) Department of Natural Sciences and Engineering
The department deals with scientific and technical issues of civil protection. The task includes the protection of infrastructures, the detection and quantifying of life-threatening contaminant concentrations, threats due to the electro-magnetic puls, as well as the technical aspects of warning and information systems. In addition to these issues of a more scientific nature questions about organisation and logistics are taken into account.

(iii) Department of Social Sciences
The department deals with issues of the vulnerability of the society, with demands on, and possibilities related to strengthening its self-help capability. Further issues of interest are information and risk communication, preparedness and exercises. In addition to issues of a more scientific nature, questions related to organisation and logistics are taken into account. On a more individual level, the focus is on issues of self-protection including private households and on the psycho-social after-care.
